Islip Town appoints new environmental control commissioner

Islip city council this week appointed a new commissioner for the environmental control department.

The board on Tuesday named Martin J. Bellew as the head of the department, which oversees the city’s solid waste management and recycling as well as environmental protection and animal control programs.

Bellew, 63, of Yonkers, will fill a vacancy left by James Heil, who will retire on October 1 after nearly three years in the role. Bellew will receive $ 125,000 per year.

Bellew is currently an independent engineering and waste management consultant, according to a copy of his resume. Previously, he was Acting Commissioner of the City of Yonkers Parks and Recreation Department and Deputy Commissioner of its Public Works Department.

He spent 22 years in the New York City sanitation service, including six as director of the waste disposal and solid waste engineering offices.

He oversaw the disposal of materials from the World Trade Center clean-up after 9/11 and managed the closure of the Fresh Kills landfill on Staten Island, according to his resume.

Bellew will also take on Heil’s role as chairman of the Town of Islip Resource Recovery Agency, which provides solid waste management services in the town.

Bellew could not be reached for comment on Wednesday.

City council thanked Heil for his service at its last council meeting on Tuesday.

“You have taken the people of Islip to heart,” said Councilor John Cochrane.

Heil said he oversaw plans for a new animal shelter, improvements to the recycling facility and new solar programs at covered landfills.

“It was a good race at Islip. I liked it and did a lot of things, ”Heil said. “It’s time for new blood.”

Heil, 78, is retiring for the second time. He retired in 1995 as waste management commissioner for Brookhaven Town and then worked as a consultant. Heil, who earned $ 115,000 in 2017, said he would not receive another state pension for his Islip retirement.
